This is a basic translation of the Official Maharashtra Civil Judge, Junior Magistrate First Class Exam Scheme that is originally published in Marathi. The JMFC exam every year will follow the pattern and syllabus that is given in the Scheme document.
Please refer to the official 2021 and 2022 Scheme Document on the MPSC website and / or the Mumbai High Court website to double check and reconfirm all the details accurately.
1.1 Posts of Civil Judge, Junior Level and Magistrate, First Class in the Judicial Service of the State Government of Maharashtra are filled through this examination. The number of posts will Depend on the demand as well as the availability of posts.
1.2 Post Details
(1) Cadre – Gazetted, Group-A posts in the Judicial Service of the State Government.
(2) Place of appointment: – Appointment will be made anywhere in Maharashtra in the Judicial Service.
(3) Salary Band – Basic, DA plus allowances payable as per rules and as per the pay scale of the government (Refer to the official rules on the Maharashtra High Court website for the specific details as there may be recent changes).
(4) Opportunity for promotion to a higher post: – Senior posts in the Maharashtra Judicial Service according to seniority and qualifications.
1.3 Details of posts to be filled will be given in the advertisement / notification for the year. The number of CJJD or JMFC posts to be recruited will also be published in the advertisement.
1.4 The recruitment for the Civil Judge, Junior Level and Magistrate, First Class posts will be as per the Maharashtra Judicial Service Rules, 2008 and thereafter as amended by the Government from time to time
There will be Three stages in the recruitment process for the posts of Civil Judge, Junior Level and Magistrate, First Class.
(1) Pre-examination (Preliminary) – 100 marks.
(2) Main Examination – 200 marks.
(3) Interview – 50 marks.
3.1 For Lawyers, Attorneys and Advocates
(A) The age mentioned in the advertisement / notification should not be less than 29 years and not more than 35 years.
(B) Degree in Law from on or before the date mentioned in the advertisement / notification and 3 years of legal practice as a Lawyer, Attorney or Advocate in the Mumbai High Court or in a subordinate court.
(C) The service of the post of Public Prosecutor in Maharashtra shall be deemed to be a judicial profession for the purpose of qualification for the exam.
(D) Candidates must be able to speak, read and write Marathi language perfectly.
(E) Candidate must have a certificate of adequate knowledge of Marathi language.
(F) Must be able to translate neatly from Marathi to English and from English to Marathi.
3.2 For New Law Graduates
(A) The age mentioned in the advertisement / notification should not be less than 25 years and not more than 29 years.
(B) The degree course in law should be obtained by passing each year in the first attempt and at least 55% marks should be obtained in the final year of the degree in the first attempt or Must have passed the post graduate degree in Law with at least 55% marks.
(C) Candidates must be able to speak, read and write Marathi language perfectly.
(D) Candidate must have a certificate of adequate knowledge of Marathi language.
(E) Must be able to translate neatly from Marathi to English and from English to Marathi.
3.3 Members of the Service Staff of the High Court, courts subordinate to the High Court, the Ministry of Laws and Department of Justice and other posts may be eligible to apply for the posts of JMFC / Civil Judge (JD). Refer to the official notification of the year and the applicable service rules for details. The basic eligibility criteria is as below.
(A) The age mentioned in the advertisement / notification should not be less than 21 years and not more than 45 years.
(B) At least three years of service on the date mentioned in the advertisement / notification after graduation is required.
(C) Candidates must be able to speak, read and write Marathi language perfectly.
(D) Candidate must have a certificate of adequate knowledge of Marathi language.
(E) Must be able to translate neatly from Marathi to English and from English to Marathi.
3.4 Eligibility and experience acquired till the date of advertisement of the post or as per the date mentioned therein will be considered.
3.5 The academic qualification from competent university should be acquired on the date of announcement of result of relevant examination.
3.6 No person shall be eligible for appointment to the service
(a) if he/she is not citizen of India;
(b) if he/she is compulsorily retired, removed or dismissed from judicial service or from service in Government or Statutory or Local Authority or failed to complete probation period in judicial service on any post, or in Government or Statutory or Local Authority;or
(c) if he/she has been convicted for an offence involving moral turpitude or he/she is or has been permanently debarred or disqualified by the High Court or the Union Public Service Commission or any State Public Service Commission from appearing for examinations or selections conducted by it; or
(d) if he/she directly or indirectly influences the Recruiting Authority by any means for his/her candidature
4.1 Applicants will have to pay the fees as mentioned in the advertisement of the year; subject to the relaxations mentioned therein.
5.1 Examination Scheme
1. Question Paper – One. The details of the question paper are as follows

5.2 Result of JMFC / CJJD Preliminary examination 2021
5.2.1 While evaluating the answer sheets of objective format, marks were given only for the correct answers mentioned in the answer sheets. Also, for every four incorrect answers, the marks of one question will be deducted from the total marks. (Negative Marking)
5.2.2 Preliminary examination will be conducted for the purpose of limiting the number of candidates for the main examination in terms of quality. Approximately ten times the total number of posts will be considered eligible for the main examination.
5.2.3 The authorities may prescribe the minimum cut off marks in the preliminary examination for eligibility to appear in the main exam. Refer to the official notification of the year for specific details.
5.2.4 The List of Eligible Candidates for Admission to Main Examination on the basis of Preliminary examination qualification will be published on the Commission’s website.
5.2.5 As the Preliminary examination is a screening examination, the marks of the Preliminary examination will not be taken into consideration for final selection.
5.2.6 News of the results of the candidates who are eligible for admission to the main examination will be published on the official website.
5.2.7 Candidates may also be informed of the result by SMS, however, it will be the responsibility of the candidates to ascertain the results through the official notification and the Commission will not be responsible for non-receipt of SMS or email.
6.1 Stages of the 2021 and 2022 examination: – Two. Written exam and interview
6.2 Admission to Main Examination:
6.2.1 Eligibility for admission to the main examination is on the basis of Preliminary examination cut off marks as well as fulfilling the required educational qualification and other conditions as per the provisions for the main examination.
6.2.2 The Online application process for the main examination will be opened after publication of the notification by the office of the Commission. Candidates who are eligible for admission to the main examination will have to apply through the system’s website, through their profiles.
6.2.3 While submitting the application for the main examination, the candidate has to choose the medium of examination (and examination center, if applicable). Once the form is submitted, changes will not be allowed under any circumstances.
6.3 Examination Plan
6.3.1 Total Marks – 250 marks.
(1) Written Examination 200 Marks
(2) Interview 50 Marks

6.3.3 In the traditional / descriptive answer booklet provided by the Commission for writing the answers at the time of examination. Answers must be given on the given pages only.
6.3.4 Supplement / Additional answer book will not be supplied under any circumstances except the main answer book.
6.3.5 Candidate solving sub-questions in traditional / descriptive format should solve only in the given numerical order (A, B, C, D or 1,2,3,4)
6.3.6 If one part of the question is solved on one page, the other part is solved by leaving a few pages or solving a sub-question on some other page. The sub-question will be ignored.
7.1 Civil Judge, Junior Level and Magistrate First Class, Preliminary Examination is conducted at multiple locations as given in the advertisement of the year.
E.g. The exam is usually conducted at centers in Aurangabad, Mumbai and Nagpur.
7.2 It is necessary to select any one of the examination centers while submitting the application.
7.3 The above examination centers may increase or change from time to time as required.
7.4 While submitting the information in the prescribed manner, the district examination center should be selected by the candidates. Eligible candidates will be admitted at the sub-center as per the availability.
7.5 If a center could not be activated, the candidates from that center will be arranged at another nearby district center. If such a change is made, the concerned candidates will be informed.
7.6 Request for change of District Center will not be granted under any circumstances or for any reason.
8.19 Successful candidates will be called for interview in the ratio of 1: 3 of the available vacancies. Also the ratio is 19: 3 More than one of the uniform final marks determined by the Commission to maintain the standard If there are candidates, all such candidates will be called for interview.
8.2 The minimum qualification to be called for interview is to get at least 50% marks in each question paper.
8.3 In case of candidates from backward castes recognized by the Government of Maharashtra, at least 45% in each question paper Achieving marks will be the minimum qualification to be called for an interview.
9.1 Candidates will be called for interview as per paragraph 8 above
9.2 Interview will be of 50 marks.
9.3 Only candidates who get at least 40% marks in the interview will be eligible for final selection / recommendation.
9.4 Candidate’s mental alertness, knowledge of law, clear and rational decision making ability, balance of judgment, skill, Assessment of attitude, ethics, comprehension, communication ability, character, intellectual depth and candidate’s preference The purpose of the interview is to determine the eligibility for this category.
10.1 Eligibility of candidates eligible for interview on the basis of original documents as per eligibility / terms and conditions in advertisement / notification Candidates who submit original documents as claimed in the application will be examined and interviewed.
10.2 Candidates who are unable to submit the prescribed documents will be disqualified and will not be interviewed. Also, no extension will be given for that.
10.3 Interviews of the candidates who are eligible for interview on the basis of written test results as above According to the schedule and at the place and time fixed by the Commission.
10.4 Interview if original certificates in the prescribed format regarding eligibility or various concessions are not submitted at the time of interview. Will be refused.
11.1 The method of evaluating performance is specified according to the numerical marks obtained in the written test b interview. Will be done.
11.2 The marks obtained in the written examination and interview will be summed up and the list will be prepared according to the order of merit.

12.1 Recommendations of the candidates as per the procedure mentioned in the “General Notice to the Candidates” Will be sent to the department.
12.2 Whether the candidates present have been recommended to the Government for their appointment after the interview will be notified by profile.
12.3 Every candidate eligible for recommendation will be notified via SMS to the number registered with the Commission. Also, recommended The names of the candidates will be published on the website of the Commission.
Waiting list – 1 year from the date of publication of final result / recommendation list or of final result of next examination
14.1 Candidates who may have been forcibly retired from judicial service or from government or statutory or local authority service, may have been removed or dismissed or in judicial service or government or statutory Or has not completed the probationary period of any post in the service of local authority
14.2 Conviction for offenses involving moral depravity or permanently barred from sitting for the examination conducted by the Union Public Service Commission or any State Public Service Commission.
14.3 Candidates may have directly or indirectly affected the Recruitment Authority in any way
14.4 If the candidate is a man and he has more than one surviving wife and the candidate is a woman, then she is married to a man who has a surviving wife.
14.5 If candidate has more than two children.
15.1 The appointed person will be required to pass the following examination.
15.1.1 Where departmental / vocational examination is prescribed or required as per prevailing rules Departmental / Vocational Examination as per rules
15.1.2 As per the rules regarding Hindi and Marathi language examination, if the person has not passed the examination before or she If you are not exempt from passing the exam
15.1.3 Certificate Examination for Computer Handling prescribed from time to time by the Directorate of Information Technology, Government of Maharashtra
15.2 Candidates recommended for appointment to the present post will be working for the post for three years at the time of appointment, It will be necessary to write a bond of Rs. 2,00,000 / – (Rs. Two lakhs) in this regard.
15.3 The person appointed to the present office may be appointed in any court or in a court subordinate to that court. While in service, you will be prevented from doing business for two years from the end of the service and the service will be terminated A written guarantee must be given that the lawyer will not be practicing in such courts for two years from the date of inception.
15.4. The appointment to the post will be subject to probation for a period of three years.
